July 2009 meeting hears about system operator incentives and more probe remedies

Despite being held on the last day of June this was in fact the forums’ July meeting. The main topics for discussion were the ongoing common distribution charging methodology work and system operator incentives. Malcolm Arthur and John Perkins from National Grid provided the forum with an overview of the System Operators (SO) approach to developing SO incentives for the gas and electricity transmission networks which would culminate in the publication of a number of ‘mini-consultations’ in late summer.

Other areas for discussion included the regulators amendment to its original proposal to ban contract rollovers in the SME market, as part of its retail remedies package, and Ofgem’s undue discrimination pricing decision document.

Also on the agenda were:

  • parliamentary select committee inquiries;
  • OFT inquiry into Centrica and British Energy deal;
  • BSC panel update;
  • industry code governance review update; and
  • CUSC Panel developments.
