March 2010 meeting discusses liquidity, Project Discovery and FiTs

March 2010’s meeting was well attended with representatives from every forum member present. We were lucky enough to have Andrew Wright and Kersti Berge from Ofgem as our visitors for this meeting. Andrew set out the regulator’s Project Discovery consultation proposals and discussed with members the implications of the range of options contained in the document for the future market framework. Kersti provided an update of the development work Ofgem had undertaken to improve electricity wholesale market liquidity. A separate meeting will be hosted by the regulator to allow forum members to discuss their views on the proposals to improve the functioning of the power market for smaller market participants.

Again the ongoing and last minute work to ensure the introduction of feed-in tariffs (FiTs) goes as smoothly as possible was debated. Members are generally keen to know the finalised details of the levelisation process and the cashflow exposure they may face.

Other areas of discussion included:

  • smart metering implementation plan;
  • BSC and CUSC Panel updates;
  • UNC270 Use of smart metering data in gas settlement processes;
  • continuing difficulties faced by members trying to assimilate new network charges into customer offers as a result of the CDCM, and
  • the current raft of RPI-X@20 consultations.
